Reverend Theodore Andrew (b. 14 February 1898, Walls, d. 8 September 1960, Gilbert Bain Hospital) was a minister and County Councillor for Walls between 1928 and 1930.

He served the Church of Scotland initially in Walls from 1924 or 1926 until he was transferred to Dundee Chapelshade on 20 March 1930. He returned to Shetland to serve in Sandwick from 1954 until 1959 when Sandwick joined with Cunningsburgh and Quarff, which he represented from then until his death.
