David Gray may refer to:
- Reverend David Gray, (1843-1901), United Free Church Reverend for Burra, and a Zetland County Councillor for the same constituency from 1890 to 1892 and again from 1893 to 1898.
- David Gray, (1888-1946), Estate Factor, purser on the Earl of Zetland and a Lerwick Town Councillor from 1945 until his death.
