William Duncan may refer to:
- William Duncan, (1820-1897), grocer, general merchant and Lerwick Town Councillor first from 1874 to 1876, then again from 1880 until 1884, and once again in 1884 election, and he then served until he tendered his resignation on July 12th (which was finally accepted by the council on October 15th).
- William Rae Duncan, (1858-1945), merchant in Scalloway and a County Councillor for Tingwall between 1901 and 1909.
