William Rae Duncan (b. 18 February 1858, Lerwick, 21 June 1945, Tingwall) was a merchant in Scalloway and a County Councillor for Tingwall between 1901 and 1909.

His grandfather Andrew was a Lerwick Town Councillor and Sheriff-Substitute.
