James Mouat Goudie (b. 6 May 1851, Lerwick, d. 17 October 1928, Lerwick) was an ironmonger, Lerwick Town Councillor between 1888 and 1907, spending the last three years (1904-7) as Provost, and County Councillor for Lerwick South between 1892 and 1901, then from 1901 to 1904 for Cunningsburgh.
He was offered the opportunity to fill the a vacancy at the 1880 Lerwick Town Council election but turned the offer down.
His grandfather, James, and his uncle James Mouat were also Lerwick Town Councillors.

Goudie was a keen antiquary; after his death his large book collection about Shetland was acquired by Lerwick Town Council, and is now in the Shetland Archives.
He was the joint secretary of the Shetland Literary and Scientific Society.
