Henry Mouat (b. 29 November 1874, Tingwall, d. 20 March 1944, Lerwick) was the manager of a wholesalers and a County Councillor.

He unsuccessfully contested the Whiteness and Weisdale seat in the 1919 County Council election.

He was described by the Shetland Times as one of the "foremost business men and one of the most eminent figures ever to take part in the Island's public life".
