Robert Balfour (b. 28 January 1901, Lunnister, Sullom, Northmavine, d. 17 February 1975, Lerwick) was a merchant seaman County Councillor first for Northmavine South between 1955 and 1967, then Northmavine North between 1973 and 1975.
